A puzzle

What does this map represent? Why are some areas blue, some red, and some orange?

Notice that the red regions are closer to the equator, and the blue regions are closer to the poles.

I assume most people reading this are North Americans. Notice the "exceptional" areas in North America seem to be Saskatchewan and Arizona, more or less.
