What's going unsaid in that comic is one of two situations, depending on what the crows/candidates have landed on.
either that's scaffolding or else it's monkeybars. If the former, those crows have just eaten a construction crew, probably Union guys, and are now making hungry eyes at the dude with the newspaper. If the latter, the crows have gathered to extract vengence upon the pedophile voter reading the paper near a playground.
